In Germany, it is generally not recommended to travel with 8-week-old puppies. Puppies at this age are still very young and vulnerable, and the stress of travel, changes in environment, and exposure to new people and animals can be overwhelming for them. It is important to prioritize the health and well-being of the puppies, and it is best to wait until they are a bit older and have received their initial vaccinations before considering travel.
